CLE Title:  Constitutional Carry: An Unrestricted Look at the New Texas Gun Law

Speaker Name: Richard D. Hayes, II, Attorney at Law, Partner at Walker & Taylor, PLLC


Speaker Bio: 

Richard D. Hayes, II is a former senior felony prosecutor with extensive criminal trial experience. Apart from the unique legal issues of each case, Richard understands that each client is a responsibility and a privilege. As a trial attorney, Richard is proactive and knows that clients must understand the process and their options for a successful defense.​

Richard has worked with distinguished law enforcement agencies, including the Galveston County Criminal District Attorney’s Office, U.S. Attorney’s Office, and the Montgomery County District Attorney’s Office. Richard has combined his law enforcement experience with his passion for individual rights and government accountability and is a zealous advocate for his clients.

Richard is also known in the firearms and Second Amendment community as a Texas gun and weapons law authority. To that end, Richard regularly travels around the state and country and presents on self-defense, weapons law, and the legal aftermath following a defensive incident. Additionally, Richard regularly consults with lawmakers and industry experts on firearms law and best practices.

Richard earned his J.D. from St. Mary’s University School of Law in San Antonio, Texas, in 2013 and was admitted to the Texas Bar the same year. Before law school, he received his B.S. in Maritime Administration with a minor in Economics from Texas A&M University. At Texas A&M, Richard was distinguished as a Research Scholar. Richard is also a native Texan, parliamentarian, outdoorsman, pistol instructor, and Eagle Scout.

CLE:  1.0 hour of general paralegal CLE credit issued through DAPA.
